Proactive DMSMS Management (also known as Obsolescence Management) requires a synergistic effort by many individuals and teams across several disciplines and communities to include acquisition, parts management, standardization, logistics and sustainment. The management of Diminishing Manufacturing Sources & Material Shortages is critical to the sustainment of modern military and commercial systems and overall Life Cycle Management that enables the readiness and support of the warfighters. Over the years, many tools, publications, processes, policies, and procedures were developed to mitigate DMSMS. These advances were pioneered by many skilled teams and individuals.

Purpose of the Awards

The Awards are intended to recognize achievements based on proactive efforts rather than the more traditional reactive DMSMS management strategies and methodologies; and to publicly recognize individuals and teams (both Government and Industry) for outstanding contributions and/or accomplishments in promoting or achieving Proactive DMSMS Management.

Award Criteria

The awards will be made to the teams and individuals from the Government and Industry most responsible for significant achievement in Proactive DMSMS Management and Implementation. The awards will be based on achievements in the following areas:

  • Exceptional DMSMS Management of a Weapons System (or equivalent)Activities resulting in significantly improved quantifiable Readiness Levels
  • Substantial Cost Avoidance(s)
  • Exceptional Warfighter Support related to or realized though a DMSMS Issue
  • Creation and/or implementation of a DMSMS “Best Practice” demonstrating high impact to the Warfighter

The time frame for achievements for this round of awards is for efforts that have occurred within the period (or are ongoing) from January 1, 2007 up to the cutoff date for nomination submission (Friday, 25 July 2008).

Submission Requirements

All nominations must be made using the web online submission link. Fill out the award nomination form and upload supporting documentation (if any) in a read only, PDF format. The nomination form MUST be submitted by close of business (4:00 PM EDT) on the nomination closing date (Friday, 25 July 2008). All submissions MUST be made through the website; no other form will be accepted.

Award Winners

The award winners will be notified privately by the DOD DMSMS WG Chair or designated representative by August 22, 2008 and publicly announced at the DMSMS 2008 Conference.

Evaluation Criteria

Exceptional DMSMS Management of a Weapons System (or equivalent)

  1. Assembled a diverse team (has program, OEM, contractor, engineering, logistics or appropriate personnel on the team)
  2. Proactively monitors a bill-of-materials
  3. Utilizes an analytical toolset (Government and commercial mix as needed)
  4. Has a formal DMSMS Management Plan
  5. Solves problems early in the life cycle
  6. Efficiently reacts as necessary (e.g. can respond to a DSCC or GIDEP notice quickly)
  7. Shares problems and solutions with the DMSMS community
  8. Uses toolset and processes to proactively identify potential DMSMS issues
  • Program is new, meets at least one of the listed elements
  • Program is developing, meets at least 4 of the listed elements
  • Program is maturing, meets at least 5 of the listed elements
  • Program is developed meets 6 or more of the listed elements

Activities resulting in significantly improved quantifiable Readiness Levels

  • Unmeasured, but a few observable (known) positive impacts
  • Unmeasured, and with many observable (known) positive impacts
  • Measured, and with many observable (known) positive impacts
  • Quantifiable, audited, and with many observable (known) positive impacts

Substantial Cost Avoidance(s)

  • No established measure, but a few documented avoidances
  • Uses SD-22 guidance and has several documented avoidances
  • Uses SD-22 guidance, has an ongoing program, and many documented avoidances
  • Uses SD-22 guidance, has audited results with an ongoing program and many documented avoidances

Exceptional Warfighter Support related to or realized though a DMSMS Issue

  • Solution of a problem enables a Warfighter to perform their mission
  • Solution of one or more problems enabling the availability of otherwise Not Mission Capable Supply (NMCS) equipment, enabling the Warfighter to perform their mission
  • Solution of one problem enabling the availability of otherwise NMCS equipment, enabling the Warfighter to succeed in a critical mission and/or prevent loss of life
  • Solution of two or more problems enabling the availability of otherwise NMCS equipment, enabling the Warfighter to succeed in a critical mission and/or prevent the loss of life

Creation and/or implementation of a DMSMS “Best Practice” demonstrating high impact to the Warfighter

  • Developed a successful procedure for the local team (organization) effort
  • Developed one or more successful procedures or processes that aided successful proactive management at a major command or multiple major command levels
  • Developed one or more successful procedures or processes that aided successful proactive management across a Service
  • Developed one or more successful procedures or processes that aided successful proactive management across multiple Services or DOD level
